Texas’ own Karen Hughes, who was spokeswoman and counselor to George W. Bush, is joining forces with a top Democratic strategist. Word is that former Clintonista Mark Penn, chairman and CEO of public-relations firm Burson-Marsteller, is hiring Hughes as a vice chairman.
